Forest Administration under austerity conditions and budgetary constraints: The Mexico's experience
Abstract
In 1982 the most severe economical crisis of the last decades began in Mexico. Despite drastic budgetary reductions, the public administration faced this crisis by reorganizing itself and trying to keep its efficiency. Forest administration and research affaires were fused with agricultural and cattle raising ones into a single administrative structure. More disadvantages than advantages arose from this fact. Recently, the administration went back to the former three separate sectors but research affaires remained fused. The Mexican experience would be useful as guideline for other developing countries under similar conditions.
